PORTALBERITA.CO.ID - The Indonesian Ministry of Transportation (Kemenhub) has initiated a strategic move to safeguard the operational quality of its international-standard vehicle testing facility located in Bekasi. This critical infrastructure represents an initial investment totaling Rp1.9 trillion.
The management and operation of this vital Proving Ground are structured under a Public-Private Partnership (KPBU) scheme, involving collaboration with private sector entities. This arrangement delegates significant responsibility to the private consortium partner.
Under the terms of this KPBU agreement, the private consortium assumes comprehensive responsibility, not only for the initial construction phase but also for the continuous, periodic maintenance throughout the contract duration. The established cooperation period for the management and upkeep of the Bekasi Proving Ground is set for a substantial 15 years.
The primary objective driving this partnership framework is to ensure that the facility’s maintenance functions operate with maximum efficiency and optimal performance. This focus directly addresses common pitfalls often associated with purely bureaucratic management structures.
According to the Head of the Road Worthiness Testing and Motor Vehicle Certification Center (BPLJSKB) of Kemenhub, the stringent maintenance standards are essential for long-term operational integrity.
"The main focus in this partnership is ensuring the maintenance sector runs efficiently and optimally, an aspect that often becomes a challenge in pure bureaucratic management," the Head of BPLJSKB Kemenhub stated.
This strategic implementation of strict Service Level Agreements (SLAs) is designed to hold the contractor fully accountable for the facility’s upkeep over the entire 15-year concession period. Such measures aim to prevent degradation of testing standards.
The facility in Bekasi serves as a crucial hub for ensuring that all vehicles operating within the region meet rigorous national and international certification benchmarks. Therefore, maintenance quality directly impacts public safety.
As reported by the Head of BPLJSKB Kemenhub, the formalized contract structure provides Kemenhub with clear recourse mechanisms should the private partner fail to meet the required performance metrics stipulated in the SLA. This ensures sustained high quality.
